General Rules
II.
Robert's Rules of Order, Newly Revised, shall
govern the procedural aspects of the
convention so far as they are applicable and not inconsistent with the
rules set
forth by the rules committee.
III.
Only
the presiding chairperson of the convention shall be given the power to
convene
and adjourn the convention.
IV. A rule, once passed, may be amended by a two thirds vote by the delegates present.
V.
A motion to suspend the rules shall always
be in order but only made by a majority
of the delegates of five (5) other states.
VI.
The
convention shall proceed according to the order of business prepared by
the
Executive Committee chairperson, the presiding chairperson of the convention,
and the parliamentarian.
VII.
The
rules committee shall be given the power to meet at any time during the
convention
and shall be given the power to interrupt the business of the convention
to propose any
changes in the rules of the order of business, upon being recognized by
the chairperson.
VIII. A majority of the convention delegates shall constitute a quorum.
IX. Any roll call, any delegation may
yield when its name is called. At the conclusion of the
roll call, all delegations which yielded shall be called in order herein
before established
.
X. The rules shall be passed
by a majority vote.
