Preamble
Facing the dawn of a new century, the Republican Party calls for strong, positive, and moral leadership. We call for effective, efficient, and smaller government, and we call for strong and steady world leadership.
The Republican Party nominee recognizes the increasing role of the federal government in our everyday lives. We must keep government out of the affairs of the American people. Through the leadership of our candidate, we will carry this message to the White House.
We believe that every citizen has the right to achieve the American dream without interference from the government. Together we will perpetuate these ideals and under the leadership of the next Republican President of the United States we will face the new dawn as we bask in the light of a bright future.
DOMESTIC AFFAIRS
I.
Families
A.
In order to preserve the moral structure of our families, we affirm support
for the Defense of Marriage Act, which defines marriage as “the union of
one man and one woman.”
B.
Encourage adoption of children in order to continue to promote the necessity
of family values.
C.
In order to alleviate the heavy burden of raising a family in our society,
we must give money back to American families in the form of tax relief.
II.
Education
A.
We support instituting a voucher program that would enable parents, not
the government, to choose the school their children attend. Vouchers
would enable all parents, irrespective of income, to send their children
to the school of their choice.
B.
Religion has always been an important aspect of our nation’s rich history.
The Republican Party disagrees with the Supreme Court decision that prayer
in school is unconstitutional.
C.
Additionally, the Ten Commandments should be posted in every public classroom
as a moral framework for our children to follow.
D.
Studies demonstrate that students perform better academically when wearing
school uniforms; therefore, we believe that all elementary and high school
students should be required to wear uniforms.
E.
We support the decision of the Kansas School Board mandating the teaching
of Creation Science in public schools. Alternative theories,
such as Evolution, should remain an option for classroom teachers.
III.
Health Care
A.
The goal of the Republican Party is to make America’s health care the best
in the world. In order to achieve this goal, we must make health
care more affordable and more accessible to the people of the United States.
Therefore, we believe that Medicare and Medicaid recipients should be able
to utilize Medical Savings Accounts.
B.
The Republican plan calls for making insurance portable from job to job.
By making the benefits portable, new employees will not be forced to wait
before the benefits take effect.
C.
We strongly believe in stopping Medicare and Medicaid fraud; however, we
feel that confidentially of medical records must be preserved.
D.
We promote a private market for long-term care insurance, which would be
more cost-effective and improve the quality of care for patients.
E.
We reaffirm our support for generous funding of medical research, especially
though the National Institutes of Health. We also reaffirm federal
support for teaching hospitals and medical schools.
IV.
Welfare
A.
The Republican Party believes that our welfare system is intended to assist
American citizens until they rejoin the American workforce. Therefore,
we affirm that welfare is a temporary program and not a way of life.
B.
Illegal aliens should not be eligible for welfare.
C.
We believe that teen mothers should receive the benefits of welfare only
if they are attending school and married or living with a parent or guardian.
V.
Abortion
A.
Life begins at conception. Therefore, we reaffirm our 20-year commitment
supporting a constitutional amendment outlawing abortion.
B.
Until a constitutional amendment is ratified, our candidate will only appoint
Supreme Court Justices that will work to overturn the 1973 ruling of Roe
v. Wade.
C.
Partial-birth abortion is infanticide. It is the killing of human
life. Until a Constitutional amendment outlawing abortion is ratified,
our nominee will work to make partial-birth abortions illegal.
VI.
Crime
A.
We endorse capital punishment for perpetrators of heinous crimes.
The Republican Party also favors a limit on the number of appeals for death
row inmates.
B.
Criminals must complete 90% of their sentences before they can be eligible
for parole. This stops criminals from going back out onto the street
where they can harm the American public.
C.
We propose that there should be no age limitation as to whom can be tried
as an adult. OR States should decide the age limitation of those
who can be tried as an adult.
D.
We support the Three Strikes policy that requires life imprisonment without
the possibility of parole for those convicted of three violent crimes.
VII.
Gun Control
A.
We strongly support the rights of citizens under the Second Amendment of
the U.S. Constitution. Therefore, we propose no new restrictive gun legislation.
B.
We support the following minimum mandatory penalties for gun related crime:
fifteen years for possession, twenty years for brandishing, and thirty
years for discharge. The juveniles at Columbine broke eighty-eight
existing gun laws. No gun law could ever be created to prevent this
tragedy from happening. We must enforce current gun laws to stop
such tragedies.
VIII.
Affirmative Action
A.
Our party supports all policies that do not discriminate based on age,
race, sex, national origin, or handicap. Our goal is to have a nation
that is free of discrimination.
B.
Quotas are a large part of the Affirmative Action program. We feel
that quotas are wrong; the most qualified person should receive the job.
Affirmative Action programs should be abolished.
IX.
Gay/Lesbian Issues
A.
We oppose the recent Vermont Supreme Court decision that gave legal sanction
to homosexual relationships.
B.
We support a policy banning homosexuals openly serving in the military.
X.
Transportation
A.
The Republican Party recognizes the need for improving infrastructure and
for the maintenance of current interstate highways.
B.
We believe highway safety and driver education programs are a necessity.
C.
We advocate stiffer penalties for drunk drivers and those convicted of
vehicular homicide. In an effort to control drunk driving we support
a uniform national standard establishing .08 Blood Alcohol Content(BAC)
as the legal threshold for driving under the influence.
XI.
Environment
A.
Our party does not support using the federal surplus for environmental
protection programs. Protection of the nation’s environment does
not take precedent over the protection of the nation’s people.
B.
We believe all environmental policies adopted by this nation should be
based on sound research and not the speculations of environmental extremists.
XII.
Agriculture
A.
The Republican Party recognizes the importance of America’s farmers and
rural communities as a source of economic and moral strength. Our
party pledges to reduce the unfair tax burden placed on those who produce
America’s food. We will reduce the capital gains tax on farmers by
10%.
B.
Our party pledges to protect the rights and incomes of tobacco farmers.
The federal government should not micro-manage the lives of individuals
who choose to smoke.
ECONOMIC ISSUES
I.
Tax Reform
A.
Citizens now face the highest peacetime tax rate in U. S. history.
We intend to ease family burdens and strengthen the economy though tax
cuts. We propose a 10% across-the-board cut in individual income
taxes to allow the American people to keep the money they earn.
B.
We support giving citizens the option of investing a limited portion of
their social security payroll taxes into personal investment accounts.
C.
We must abolish the inheritance or “death” tax, which takes earned income
previously taxed by the federal government.
D.
In order to help all Americans, we propose reducing the capital-gains tax
rate on longer-term investments such as stocks, from 20% to 10%.
E.
We must erase the marriage penalty tax by having a greater share of a married
couple’s income subject to a lower 25% tax rate as well as giving married
couples a higher standard deduction. Additionally, we propose a $1000
tax credit for each dependent child.
F.
We do not support taxes on Internet commerce. This new technology
must be forever free from government taxation.
II.
Budget/National Debt
A.
We must reduce federal spending by shrinking the size of our federal government.
B.
We are committed to ensuring Social Security benefits to future generations
of Americans.
C.
We will always pursue policies that lower interest rates.
D.
We will make it a top priority to end outdated and wasteful government
programs.
E.
We believe that the runaway growth of entitlement spending must be stopped.
WORLD AFFAIRS
I.
Foreign Trade Policy
A.
Our economic system is based on a free-market economy that must be subject
to minimal governmental restraints. Therefore, our party strongly
supports free and fair trade.
B.
We must not allow unfair trade practices to bankrupt our national industries.
Enforcing current trade agreements will curb a continually mounting trade
deficit as well as guarantee the promised benefits and protections of NAFTA
and WTO agreements, while monitoring their progress.
II.
Immigration
A.
Our party believes that we must reform the system by which we welcome immigrants
into our American family.
1.
We must increase the sheer number of border patrol agents to prevent illegal
immigrants from entering our country. More than four million illegal
immigrants are currently living in the U. S. These illegal immigrants
take jobs away from legal immigrants and American citizens and burden American
taxpayers.
2.
Our nominee will enforce laws to deport criminal aliens and stiffen penalties
for visa violators.
B.
We will enforce those laws that prevent illegal aliens from receiving public
citizen benefits excluding emergency care.
C.
We support a constitutional amendment declaring that children born in the
United States to parents who are illegally residing in the United States
are not automatically citizens.
D.
We will enforce harsh penalties against those who smuggle illegal aliens
into our country.
E.
In an effort to create unity in our American community, we will support
legislation that acknowledges English as the official language of the United
States.
III.
Defense/Defense Spending
A.
We support increased missile defense spending to keep our country safe
from rogue nations and terrorist groups.
B.
Our Constitution confers upon the President the sole power of Commander
In Chief of America’s armed forces. Our membership in the United
Nations does not supersede our Constitution. Therefore, the Republican
Party believes that in order to protect our national sovereignty, the military
forces of the United States should only be under the control of the President
of the United States.
C.
We feel that our military forces have been in a state of drastic decline.
We support increased spending for military research and development, as
well as new and improved weapons.
D.
We also support an increased salary for the men and women serving in our
military
IV.
Proliferation of Weapons of Mass Destruction
A.
In light of recent events, we will take any security steps to prevent the
theft of United States’ nuclear secrets and technology.
B.
Due to the threat posed by terrorist groups and rogue nations acquiring
weapons of mass destruction, we must monitor and discourage the development
of nuclear weapons in the world abroad.
C.
In order to maintain our nuclear superiority, we recognize the need to
test our arsenal. Therefore, we do not support the Comprehensive
Test Ban Treaty.
