2012 law transfers recycling cost from consumers to manufacturers.

House Bill (HB) 708, the "Covered Device Recycling Act," creates a statewide program to recover and recycle electronic waste, specifically computer equipment and televisions. Manufacturers of computer devices and televisions must establish a program to collect, transport and recycle a certain quantity of this equipment and register/submit a plan with the Pennsylvania Department of Environmental Protection. Manufacturers must also share information with consumers about where and how to recycle these products. Lastly, there will also be a ban on the disposal of computer parts and televisions in Pennsylvania landfills two years after the effective date of January 1, 2012.
